The Town of Red River has officially adopted its new Comprehensive Plan May 27, 2025, replacing the previous version adopted in 2013. The updated plan lays out a strategic framework for the town’s future growth and development across key focus areas, including land use, housing, economic development, transportation, infrastructure, sustainability, and hazard mitigation.
The planning process was led by Consensus Planning, Inc., a New Mexico-based planning firm, in close coordination with a Steering Committee of local stakeholders, elected officials, and Town of Red River staff. The project commenced in March 2023 and was partially funded through a Community Development Block Grant (CDBG) from the New Mexico Department of Finance and Administration.
“This plan reflects the voices and values of our community,” Mayor Linda Calhoun said. “It’s a roadmap for sustainable growth that honors Red River’s unique character while preparing us for a resilient and vibrant future. We’re deeply grateful to all who contributed their time and insight to this process.”
The Comprehensive Plan serves as a policy guide for decision-makers, community leaders, developers, and residents to shape the physical, economic, and social landscape of Red River. It identifies specific strategies to support smart land use, expand housing options, strengthen economic opportunity, improve public services, and enhance long-term community resilience.
