State Treasurer’s Office Communications Director Bushra Elfarissi takes a photo of, from left, New Mexico Secretary of State Maggie Toulouse Oliver, State Treasurer Laura M. Montoya, Deputy State Treasurer Ricky Serna and his Aunt Liddie Martinez during Serna’s swearing in ceremony Monday morning at the State Treasurer’s Office in Santa Fe. Serna fulfilled statutory requirements and was sworn in as Treasurer Montoya’s proxy to serve on the Renewable Energy Transition Authority, Educational Assistance Foundation, Opportunity Enterprise Review Board, and the Capitol Buildings Planning Commission. He will begin participating in upcoming bank meetings and will be added as a signatory to the State Treasurer’s Office banking signature cards. Serna will also meet with bank partners to transition signature authority and assume additional financial responsibilities. ‘The Treasurer’s Office is committed to full transparency and is proud of the decision made to fulfill statutory requirements through a thoughtful and orderly transition. Deputy Serna began his official duties on March 1, 2026. Former Deputy State Treasurer Janice Y. Barela’s last day was March 17, 2026, allowing for a smooth transition of responsibilities and continuity of operations.’ –NMSTO. Photo by Carol A. Clark/ladailypost.com
