NMED Reviews Stage 1 Abatement Plan For Former PNM Dump In Algodones

NMED News:

SANTA FE — The New Mexico Environment Department is reviewing a Stage 1 Abatement Plan to address contamination at a former Public Service Company of New Mexico waste site located on North Hill Road in Algodones.

PNM submitted its plan on June 23, 2025, to continue assessing environmental contamination resulting from the former dumping site, used to dispose of office waste like paper, packaging, and food scraps from the now-closed Algodones Generating Station. The station operated as a natural gas and fuel oil-fired steam electric power facility from 1954 to 1987.

The plan, available here, proposes PNM investigate and create a strategy to remove the dumping site.

NMED is actively reviewing the plan and will either approve it or require PNM to modify and resubmit it.  The Stage 1 Plan is a legal requirement; this initial step in the regulatory process investigates groundwater contamination in New Mexico when a site has been affected or threatens groundwater quality due to spills, leaks, unlined dumps, or legacy industrial waste.

For more information on the plan, contact Noel Hernandez of the State Cleanup Program at 505.660.8497 or noel.hernandez@env.nm.gov or ros.general@env.nm.gov. NMED is providing this notice of receipt of the Stage 1 Abatement Plan under 20.6.2.4108 (A) NMAC.
