New Mexico State Treasurer Honored As Inaugural Track ‘Ambassador’ At National Institute Of Public Finance

SANTA FE — New Mexico State Treasurer Laura M. Montoya was recognized this week as the inaugural ‘Ambassador’ for the Investments & Pensions Track at the 2025 National Institute of Public Finance (NIPF), held July 20-23 at Pepperdine University in Malibu, Calif.

This year’s program marked the first time NIPF introduced a track ambassadorship, honoring public finance leaders who have demonstrated exceptional finance expertise, strategic leadership, and unwavering dedication to public service.

Treasurer Montoya was selected as the first-ever Investments & Pensions Track Ambassador. The Investment Track included classes related to the public pension investment governance process, leadership responsiveness and risk mitigation, navigating real world investment challenges in liquidity and portfolio construction, investment policy setting and strategic asset allocation as well as external manager selection and due diligence.

As a result of completing these courses, Treasurer Montoya earned her certificate from Pepperdine University. Treasurer Montoya’s participation in the 2025 NIPF included being on two panels, one within the investment track and one within the treasury management track as well as strengthening this year’s curriculum.

“Being named the inaugural Ambassador for the NIPF Investments & Pensions track is a tremendous honor—not only for me but for the entire State of New Mexico,” Treasurer Montoya said. “I’m humbled to help guide the path forward for some of the most critical and complex responsibilities in public finance.”

Executive Program Director Melissa Waller of the National Institute of Public Finance praised Treasurer Montoya’s impact on the program.

“Treasurer Montoya’s unique insights and leadership helped redefine the Investments & Pensions track in a meaningful, innovative way,” Waller said. “She set the bar high for what it means to be an Ambassador, demonstrating forward-thinking vision, active engagement, and a deep commitment to public service.”
