New Mexico State Police Investigate Roswell Police Department Officer-Involved Shooting

Sept. 16, 2025, the New Mexico State Police Investigations Bureau was requested to investigate an officer-involved shooting (OIS) involving the Roswell Police Department.

State Police agents learned that at approximately 8:09 a.m., Sept. 16, 2025, the Roswell Police Department received a 911 call, reporting a possible domestic disturbance between a male and female near an Allsup’s convenience store, located at 2501 North Main Street. Furthermore, it was reported that the male was being aggressive with the female, and possibly pointed a black handgun at her, then placed it in his shorts.

Officers from the Roswell Police Department arrived at the scene, and one of the officers found the male suspect crouched and hiding behind a dumpster. As the officer approached, the suspect fled on foot. The officer engaged in a foot pursuit and instructed the suspect to stop, but he ignored the commands. While running, the suspect pulled out a black handgun from his shorts and pointed it at the officer. In response, the officer fired at least one shot from his duty weapon, striking the suspect. The suspect, identified as 27-year-old Andrew Nathaniel Lopez-Cobos, was taken into custody and airlifted to a Texas hospital for medical treatment.

NMSP agents discovered that Cobos has previously threatened law enforcement and has an extensive criminal history, including over twenty arrests.

Cobos is charged with the following:

  • Aggravated Assault, Deadly Weapon Against a Peace Officer
  • Possession of a Firearm by a Felon
  • Resisting/Evading 
  • Possession of Drug Paraphernalia 
  • Negligent Use of a Firearm

The name of the officer involved will not be released by New Mexico State Police. Contact the Roswell Police Department for information on the officer’s name, their duty status, and any administrative actions taken. The New Mexico State Police act solely as factfinders in their investigations and conduct an unbiased and impartial investigation.  

In officer-involved shootings, NMSP thoroughly documents the scene, collects evidence, and interviews officers, subjects, and witnesses. In turn, the agency compiles facts as detailed as possible and forwards all reports and evidence to the appropriate district attorney for further review.

The New Mexico State Police does not determine whether an officer’s actions were justified. This determination rests solely with the district attorney reviewing the investigation.
