Los Alamos National Laboratory will be applying to the New Mexico Environment Department in March 2026 for a technical revision for a New Source Review (NSR) Permit (1081-M1-R7) for a like-kind replacement of a numerically controlled machining lathe at Los Alamos National Laboratory (LANL). The equipment location is Building PF4 at Technical Area 55. The approximate location of this facility is 1.1 miles Southeast of the intersection of Diamond Drive and Pajarito Road along the north side Pajarito Road in Los Alamos County.

The purpose of this requested technical revision is to replace a beryllium machining lathe in the weld bead dress operation that has not been used since 2012. The equipment to be replaced is a numerically controlled lathe (a slant bed lathe for back machining) that is a like-kind replacement. The tool cutting area and set-up area of the lathe is completely enclosed and access to this area is obtained through manually operated doors. The lathe is equipped with a high velocity pick-up nozzle, located at the tool cutting bit, which is ventilated by a HEPA filtered vacuum cleaner. This high velocity pick-up nozzle is designed to efficiently capture the large shavings as well as the small particles being removed by the cutting tool. The exhaust from the HEPA filtered vacuum cleaner is then returned to the lathe enclosure. The lathe enclosure is connected to the facility ventilation system via ductwork and is maintained at a negative pressure, with respect to the room. The facility ventilation system is equipped with three HEPA filters, in series, and is routed to the building’s south exhaust stack before being released into the ambient air. The three HEPA filters in series are tested annually to ensure an installed efficiency of 99.95%. A fourth HEPA filter located at the source exhaust will be replaced when the pressure drop across the filter either falls to levels indicating filter breakthrough or increases to levels indicative of excessive loading.

Also, the facility is replacing a gas metal arc (GMA) welder that has negligible emissions and is not regulated under the beryllium NESHAP regulations, 40 CFR 61, Subpart C.

The estimated maximum quantities of any regulated air contaminant will be as follows in pound per hour (pph) and tons per year (tpy) and could change slightly during the course of the Department’s review:
