TITLE: TECHNICAL SERVICES SUPPORT FOR EMERGENCY RESPONSE TO HAZARDOUS MATERIAL INCIDENTS
COMMODITY CODES: 92642 – Environmental Services
PURPOSE: The New Mexico Environment Department (NMED), through its Hazardous Waste Bureau (HWB), requests proposals from qualified environmental consulting services to provide technical services support for rapid responses to hazardous material incidents that occur within the State of New Mexico. These include but are not limited to incidents involving the release of any amount of any hazardous material in such quantity that may, with reasonable probability, injure or be detrimental to human health, animal or plant life, or property, or may unreasonably interfere with the public welfare or the use of property. This includes transportation accidents, accidental or unauthorized discharges, and other hazardous material incidents. In addition to recent releases, the discovery of orphan hazardous materials or new evidence of previously unknown discharges such as contaminated soil or ground water may also require a response.

ISSUANCE: The Request for Proposals will be issued on February 7, 2025. Firms interested in obtaining a

PRE‐PROPOSAL CONFERENCE: A preproposal conference will be held as indicated in the sequence of
events beginning at 10:00 AM MST on Monday February 17, 2025, virtually via Microsoft Teams. The
link to the meeting will be posted on https://www.env.nm.gov/requests‐for‐proposals/ and the NMED
Bonfire website above. The conference is being held virtually to continue the Department’s COVID‐19
safe practices.
PROPOSAL DUE DATE AND TIME: Proposals must be received by the Procurement Manager no later
than 12:00 AM MST on March 7, 2025.
Proposals received after the due date and time will not be accepted.
