SANTA FE — At their Sept. 24 membership meeting, voting representatives of County Reinsurance, Ltd. (CRL) elected New Mexico Counties’ Risk Management Director Grace Philips to serve on the board of directors.

Philips manages the New Mexico County Insurance Authority (NMCIA) self- insurance risk pool that provides property, liability, and workers compensation coverage to New Mexico counties. NMCIA was one of five founding members of CRL when it was formed in 1997. Former Chaves County Assessor Ron Lethgo served as the chair of the CRL board for many years, retiring in December 2020.

“We are thrilled to have Grace Philips represent New Mexico on the CRL board, giving our members a direct voice in the strategic direction of this reinsurance pool,” NMCIA Chair Lance Pyle said. “Grace brings a wealth of knowledge and experience to the CRL board, having served as NMC’s general counsel for 10 years and previously as loss prevention attorney for many years.”

NMCIA receives workers’ compensation reinsurance coverage from CRL and in 2014 joined the property program.

Philips was elected to the CRL board’s claims committee in May 2024 while serving as NMC general counsel.

NMCIA is a county insurance pool that provides coverage for workers’ compensation, property, liability, and law enforcement for member counties.

The Board of Directors is responsible for protecting the assets of the Pool, approving affordable insurance coverages for its members, and making smart decisions in the best interest of all county members. The Board is comprised of county elected officials and employees representing each of the four geographical districts, each Class A county, and a representative for each small, mid-level, and mid-level-high population county.
