Staff Report

Council approved 6-0, a professional services price agreement with Delta Airport Consultants, Inc., in an amount not to exceed $1,500,000 for professional engineering, planning, and project management consulting services for the Los Alamos Airport. Councilor Rick Reiss was absent.

Due to the complexity and specialized nature of Federal Aviation Administration (FAA) regulations regarding construction at airports, it is necessary for an airport to use the services of an engineering company well versed in FAA standards. Currently, Delta Airport Consultants, Inc. provides these oncall services to the County; however, the current contract expires in May 2013.

A Request for Statements of Qualifications (SOQ) was issued for an engineering consulting company with experience in the airport industry. Four firms responded to the SOQ. A selection committee reviewed the submittals and determined that the most qualified firm was Delta Airport Consultants. They have been the on-call engineer for Los Alamos Airport for the last six years.

The proposed task order agreement has a five year term. Nearly all work associated with this agreement is dependent on FAA and State grants. The work will involve engineering design, bidding, and construction management services associated with projects in the proposed Airport Master Plan.

Council Chair Geoff Rodgers thanked everyone who worked on the presentation saying, “I just want to reiterate that this is not just about the airport, but about Los Alamos becoming a real live economic center and it needs a real airport to do that.”
