Treasurer Laura M. Montoya, Maryland Comptroller Brooke Lierman To Lead Conversation On Baby Bonds Dec. 3

SANTA FE — This Wednesday, Dec. 3, New Mexico State Treasurer Laura M. Montoya will join Maryland State Comptroller Brooke E. Lierman and David Radcliffe, State and Local Policy Director at The New School Institute on Race, Power, and Political Economy, on a panel discussion to break down baby bonds, its benefits, and its feasibility in their respective states, 11:30 a.m. MT // 1:30 p.m. ET, Wednesday, Dec. 3, 2025.

The panel, titled “Expanding Opportunity to Build Wealth: A Discussion of Baby Bonds in Maryland,” will spotlight a report on the viability and design of a statewide baby bonds program to help children born into poverty build wealth and achieve long-term financial security. The report, as outlined in the Maryland General Assembly’s 2025 Joint Chairman’s Report, presents implementation considerations, funding models, equity impacts, and alignment with broader fiscal and social policy goals. 

The event will also feature a panel discussion with subject matter experts and practitioners who will explore the policy, practice, and promise of Baby Bonds as a tool to help close the racial wealth gap and the growing national momentum behind Baby Bonds and their potential to transform economic opportunities in Maryland, New Mexico, and beyond.
