WIPP: Jeff Carswell New CBFO Deputy Manager

Jeffrey M. Carswell has been selected as Deputy Manager, Carlsbad Field Office (CBFO) and also appointed to the Senior Executive Service. Carswell has been at CBFO since February 2015 as the Senior Technical Safety Manager.
 
He recently led a nuclear safety team to develop the upgraded Documented Safety Analysis (DSA) and Technical Safety Requirements (TSR) outlining the new safety parameters for operations at WIPP.  He is also the Acting National Transuranic (TRU) Program Recovery Manager, working across the DOE complex to implement improvements in the program criteria for accepting TRU waste at WIPP.
 
“It gives me great pleasure to announce Jeff’s selection as our new Deputy Manager,” Todd Shrader, Manager CBFO said. “Jeff brings a wealth of experience from the Navy’s nuclear submarine program, several positions at the DOE’s Savannah River Site and as a recognized leader in nuclear safety. I look forward to having Jeff as part of the CBFO and WIPP leadership team.”

In 1987, Jeff received a commission in the U. S. Navy and attended the Navy’s Nuclear Power School followed by tours onboard two ballistic missile submarines in Kings Bay, Georgia.  Upon leaving active duty, he initially worked in the semiconductor industry before relocating to Savannah River Site (SRS) in Aiken, South Carolina, where he held a variety of contractor nuclear safety and engineering positions. 
 
In 2009, Jeff joined the Department as a Facility Representative, responsible for oversight of the HB-Line facility at SRS. He then accepted a position as a Program Manager at the Savannah River National Laboratory (SRNL) overseeing Homeland Defense, National Security, and non-proliferation related programs at the laboratory. In 2012, Jeff returned to the SRS contractor as the Safety Basis Regulating Authority for the H-Canyon facility. He returned to federal service at CBFO in February 2015. 
 
Jeff continues serving in the Navy Reserve as a Captain, assigned to Commander, Naval Forces Europe, Naval Forces Africa, Sixth Fleet Detachment 802 in Atlanta, Georgia, holding senior leadership positions as the Chief of Staff and Executive Assistant.
 
A Michigan native, he received a Bachelor of Science degree in Chemistry from Wayne State University in Detroit, and holds a Master’s in Business Administration from Brenau University.
