Letter To The Editor: Transparency Should Accompany New Surveillance Technology

The decision to implement automated license plate reader (ALPR) cameras in Los Alamos County represents a significant investment of taxpayer resources and the adoption of a powerful new technology. Whether residents support or question this program, one thing should be clear: the public deserves transparency.

I respectfully request that the Los Alamos County Council and the office(s) responsible for implementing this system proactively publish all relevant records online in an easily accessible location.

These records should include:

  • The complete ALPR contract and all amendments
  • Vendor agreements, terms of service, and privacy policies
  • Data retention and data-sharing policies
  • ALPR use policies and procedures
  • Authorized user requirements and training materials
  • Audit procedures and accountability measures
  • Program costs and ongoing expenses
  • Reports showing measurable public safety outcomes
  • Records explaining the consequences and penalties for improper use, unauthorized searches, or misuse of the system

Residents should not have to file individual public records requests to understand how a system that collects information about vehicles traveling through our community operates.

Transparency is not opposition to public safety. Openness strengthens public confidence by allowing residents to understand the rules, safeguards, and accountability measures surrounding new technology.

The reported multi-million-dollar investment in this system makes proactive disclosure even more important. When taxpayer funds are used for significant technology programs, the public should have easy access to the information needed to evaluate effectiveness, costs, oversight, and protections against misuse.

Los Alamos has a strong tradition of informed citizenship and open government. Posting these records publicly would demonstrate a commitment to accountability and help ensure that this technology is implemented responsibly and with the trust of the community it serves.
