DOE Issues Final RFP For Technical Assistance Contract For EM Field Sites For EM-Los Alamos Field Office

CINCINNATI — Today, the U.S. Department of Energy’s (DOE) Office of Environmental Management (EM) issued a Final Request for Proposal (RFP) for the Technical Assistance Contract for EM Field Sites (Site TACs) multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract and for the EM- Los Alamos Field Office (EM-LA) TAC Support Task Order.

The purpose of this acquisition is to provide technical assistance for the Department of Energy’s Field Sites supported by the EM Consolidated Business Center. These sites include the West Valley Demonstration Project (WVDP), the EM-LA, and the Moab Uranium Mill Tailings Remedial Action (UMTRA) Project, among other EM Field Sites.

This procurement will be set aside for U.S. Small Business Administration 8(a) program participants only.

The Site TAC IDIQ contract will include an estimated value of up to $120 million and will have a 5-year ordering period. It is anticipated to utilize Firm-Fixed-Price (FFP) and Time and Materials (T&M) Task Orders. The EM-LA TAC Support Task Order will have an estimated value of up to $10 million over an 18-month period of performance and is the initial task order to be issued under the Site TAC IDIQ contract.

Work to be performed under the new contract will include but not be limited to safeguards and security, emergency management, quality assurance, project integration, data management, administrative support, regulatory/environmental compliance, nuclear safety, waste management, records/information management, engineering, training, property management, public affairs, cost estimating, and technical editing.

EM is using a selection process for this procurement that focuses the evaluation of offers on organization and staffing approach and past performance to select the highest technically rated offeror with a reasonable price.
