2014 Legislative Veteran-Related Legislation Update

NMDVS News:

The New Mexico Department of Veterans’ Services (NMDVS)  is providing an update on veteran related bills for the duration of the 2014 Legislative Session, which concludes at noon Feb. 20.

The update contains information about all introduced Bills/Memorials/Resolutions–and show their status in the legislative process.

The veteran related bills most likely to be introduced today:

  • Military Retiree PIT Deduction–allowing for military retirees who chose to make their home in New Mexico to take a 25 percent deduction of their tax liability on their military retiree pay. This bill will call for a graduated increase in the deduction of 25 percent per year for the next four years.

  • Military Child Custody Protection Act– allows the courts to stop all action regarding an established child custody agreement if the service member is deployed. Also allows for the service member to designate a family member to serve as his or her representative and take their time as agreed in the custody agreement.

NMDVS also has requested an appropriation of $600,000 to design and build up to four state run cemeteries around the state. The appropriation will serve as a 10 percent match for a $6 million grant from the VA.

Veterans and active-duty service members are encouraged to attend committee hearings to learn about and show support for these veteran-related pieces of legislation. Legislators do­ take note of large crowds as being indicative of importance to the veteran community.

  • Summary: Cited as the 2014 Work New Mexico Act, authorizes the issuance of severance tax bonds and appropriates bond proceeds together with other funds and balances for a multitude of capital projects. Imposes time deadlines for the use of appropriations; otherwise, proceeds revert to the funding source within specified time periods, i.e., Severance Tax Bonding Fund, General Fund, and Other State Funds. Except for appropriations to the Capital Program Fund, the use of funds for indirect project costs is prohibited.

The appropriation is contingent upon the department receiving a $1,000,000 grant from the U.S. Department of Veterans Affairs as well as a $100,000 grant from the City of Gallup.
